Ask the industry what marketing costs and the answer is almost always “book a call.” We measured how deep that habit runs: the UK's top 50 digital agencies, plus the dozens of agency pricing pages Mode monitors every month. The short version: pricing transparency is close to extinct, and the cost lands on the buyer.
In our July 2026 audit of the Prolific North Top 50 Digital Agencies, just 6 of 50 homepages displayed any figure in pounds. Across the wider set of UK agency websites Mode monitors monthly for its competitive research, the pattern holds: the overwhelming majority are quote-only, revealing prices only after a discovery call, a scoping exercise, or a proposal. Even among the small productised operators, published rates remain the exception.
The reasons are not sinister, and honesty demands listing them: genuinely variable scope; the freedom to quote each client differently; and hourly cost bases that make a fixed public number risky for the agency. But notice what all three have in common: they serve the seller. None of them serves the person trying to compare five agencies on a Tuesday evening.
And the cost of opacity is rising, because buyers changed how they ask. When someone asks an AI assistant what a website or a marketing retainer costs, the assistant can only cite businesses that put numbers on pages. A quote-only industry has, in the most literal sense, no answer on record. That silence is why the few published data points that do exist get cited over and over.

Three honest reasons: variable scope (custom work genuinely varies), price discrimination (quoting each client what they will bear), and cost-base opacity (hourly models make prices hard to fix). Published fixed prices require fixed scope and a cost base the owner fully understands, which is why they are rare.
Not automatically, but the buyer cannot know without spending time in a sales process. The practical cost of quote-only is comparison: you cannot compare five agencies in an afternoon if each requires a discovery call. Published pricing returns that time to the buyer.
